Yes. Banks and lending institutions in the Philippines require a Full Appraisal (with site inspection) when using property as collateral for a mortgage, refinancing, or loan. A desk appraisal will not be accepted by banks. Full appraisals are also required for legal proceedings, estate settlement, and insurance purposes.
